Help: Water leaking into basement from concrete step above

Background: Recently purchased an older home in Southwestern Ontario, Canada. It was disclosed that when it heavily rains water pools under the doorway in basement. We moved forward with the sale because we figured it was fixable. A recent rain finally reared the problems head and we now need to correct it.

The door sill in elevated over a concrete slab about 5 inches and has been sealed previously with chalking. It does look like the chalking wasn’t finished in spots, and could be wearing away in others. We had two professionals come out to quote on it. The first said use speed crete on the necessary joints around the door sill and apply waterproofing sealant. The second said to buy hydraulic concrete and patch up around the the issue.

Do I need to patch with hydraulic concrete, and seal the edges with a waterproof concrete sealant?
