Has anyone built this Single Wire No Return design presented by Tesla. Its part of the history of Single Line transmission

There is a claim that Tesla demonstrated this in lectures but I can’t find any primary source (other than Tesla writings) that talk about it.
You can definitely see the hint where this would become the principle part of his primary coil in his Tesla coil.
Has anyone ever built one of these with alternate applications to just test this single wire termination design?
