David Scott, chief legal counsel for the Arkansas state treasurer, was elected Friday as chairman of Arkansas’ state committee that is tasked with determining a list of financial service providers that discriminate against energy, fossil fuel firms or ammunition companies or otherwise refuse to deal based on environmental, social justice or other governance-related factors.
