Pahrump man accused of drilling hole in tortoise awaits ‘mental check’ in cruelty case that’s lingered for years
Philip Peng, 75, was arrested on two charges of animal cruelty in July 2018 and complained to a judge on Wednesday that he’s waited more than four years for a trial. Peng allegedly power-drilled a hole in a desert tortoise and leashed it as a pet.
