Concrete Help?? Finishing shower pan?

I am trying to create a fairly smooth/uniform finish in my shower pan. I tore out an old bathtub and built a shower pan with a pan liner and sand mix, however it has a few tool marks from my 14″ float and it after sanding has a bunch of little holes.

Today I bought the Sakrete Flo-Coat mix and tried to spread a thin layer over the top of the shower, however within 2 minutes of pouring the mix it was already hardening. I used the exact amount of water specified however it was unworkable within minutes.

Any suggestions on a product that will be workable for about 15-20 minutes so I can get everything smooth and pitched properly, however still produce a smooth finish. I need something that can be applied very thin 1/4″ or less.

P.S. my drain is flush with the top of the sandmix, I do not intend to install tile. We are going to install a floating teak wood floor over the finished concrete, I just want the concrete to look decent and obviously drain well.
