Is it possible to change diverter cartridge in a 3 handle shower system without turning off the water?

It is my understanding that the water passes from cold and hot to the diverter, but if those two are off, and I’m only changing the diverter valve, there shouldn’t be any water going to the diverter section of pipe, correct? So I wouldn’t need to turn off water?

I live in an apartment building, and the water shut off is in the ground level apartment of the building, which means I’d have to ask him to shut off water to the whole building, which I’d like to avoid. On top of that, the little manual waterstop for HOT is stuck, and is stripping from me trying to turn it.
